I also have to question the censoring of Final Fight, as Nintendo of America didn't have a problem with the NES ports of Double Dragon allowing players to hit the female enemy Linda Lash.
As a multi-platform title, I feel like Lemmings 2 shouldn't really be called a controversial SNES game. It's just a controversial game. Contrast with Lagoon, also a multiplatform title, where the SNES version completely threw away the original bump attack mechanics so it's controversial nature really was limited to the SNES version.
Most of this is rather uninteresting. All the games you mention except Terranigma, Lagoon, and Shaq Fu were only controversial for having violent or family-unfriendly content.
