I am actually doing the same challenge and I am at 25 with the starter characters,Xangling, Collei . After the Liyue archon chapter, do the Natlan story quest to get a free character and a lot of xp.

I totally agree, each time i play new accounts and watch the opening scene, i just wish they would make her playable..
