I have applied for DSU milan scholarship and Accommodation as well.All the process were online and just fill out the required information. Now do i need to submit any document via any medium online or hard copy?
You don't need to upload it. They were asking for it last year, not asking this year.

And also do we really need bank statements for this scholarship?
You should use your 'postal code' as your civic number.
And no you don't need the bank statement but you need an 'Income Certificate' of 2020 from the relevant authority in your country .

Every region increase the amount from 5200€ to 7000€ or some specific regoins did this?
Every region has increased but not up to the same amount, in some it is around €6500, in others around €7100
i have submitted my application for DSU milan scholarship but have not find any option for degree upload option please kind please it is urgent.
It was required last year but they are not asking for it this year so don't worry. Good luck!
