What does "Camera movement removal" mean? Like, you can't pan your camera when you LB? ...Why?

When you use a movement skill, the camera moves with your character. Since the movement is being removed, your camera will also stay in place instead of going forward then returning. It used to be like this for Jump/High Jump as well. Pointing out the camera removal is a little excessive now that I'm thinking about it.
