Because Susie was a foil to Angelica. The producers feared that, if Susie was in the show all the time, she would ruin Angelica's plans.
I love how Susie was always fearless and ready to defend the babies from Angelica.
Cree is amazing, she is one of the most unique voices in all of animation imho. And she's had some of the most iconic roles in so many cartoons, period!!! A legend.
This woman had a voice in half the shows of my entire childhood. One of the only people who are instantly recognizable when you hear them speak.
She also voice numbuh 5 and Cree Lincoln a.k.a numbuh 11 from Codename KND, Cleo from Clifford big red dog, Chloe Flan from Sabrina teenage witch, Valerie from Danny Phantom, Miranda from As told by Ginger, Tiff on my life as a teenage robot and Peabo from the proud family
She was also an occasional stand-in for the late great Eartha Kitt as Vexus on My Life as a Teenage Robot. Imagine having that honor on your resume.
And Elmyra from Tiny Toon Adventures
She also appeared in the model episode of Totally Spies

Sure, some aren't the best, but it's not always based on skill.
They need a good director as well. And time to actually do it.
You can have all the skill in the world, but if your director tells you to say this, THIS way with THIS inflection, then you're stuck doing that.

Cree Summer is absolutely amazing! She deserves all the recognition. She is one of the only black actors who played black AND white characters.

I know. Every time Angelica showed up I was mad but every time Susie showed up I was soothed.
Mustn't have been soothed very often then. That's why Susie never really joined the main cast.

Wow, Cree Summer did an incredible job on voicing Susie Carmichael, along with Elmyra Duff from “Tiny Toon Adventures,” Kida from “Atlantis,” Numbuh 5 from “Kids Next Door,” etc.
This show was way ahead of its time. We don’t even have that in 2020
Cree is a legend.
“Everytime Anjelica got checked it was heaven on Earth.”
That was definitely a highlight of Suzie’s addition to the show.
And it's worth noting that in the reboot, Susie is 2 and weak to Angelica, but still keeps her in check.
susie came equipped and we didn’t even know it! just used her knowledge and her wit!

Susie was supposed to have her own show.
There was a spinoff with her and Angelica . It was called Rugrats: Pre-School Daze . It got cancelled after 3 days and only 4 episodes aired despite being ordered for 13 episodes .
Mutant X the animation in preschool daze was horrible.
Chris yeah it was they looked so creepy .
It’s almost as bad as the designs in Ginger, but shinier and creepier.
The Kwanzaa episode looks really nice in hd

It’s funny she mentions it because it always stood out to me how the Carmichaels are such a healthy family. They listen to each other. They set healthy boundaries. The way the children are disciplined is well executed. They know how to share work. Why can’t my family be more like that?😹😭😭

Cree Summer is one of my favorite voice actresses, due in part to Susie Carmichael (and to a lesser extent, Elmyra Duff from Tiny Toon Adventures).
Rugrats loved go above and beyond when it came to racial diversity. The show not only had two Christmas specials, but a Passover special, a Chanukah special, and a Kwanzaa special.
3:33 - I bet that was the inspiration for a certain Disney Junior show...

At the start of the 3rd season of A Different World in 1988, the cartoon series The Real Ghostbusters, then renamed Slimer! and The Real Ghostbusters episodes were expanded from their original half-hour format to an hour. The show was changed to be more youthful. Episodes had a lighter tone designed to be less serious and frightening. In these lighter episodes, Cree voiced the sweet and helpful Chilly Cooper, the neighborhood ice-cream woman and innocent love interest of Slimer.
