I think that calling this junk Steel is a bit of a stretch 🤔.

Reckon the British left that plant behind as obsolete when they pulled out in the 1940s. Dangerous, unproductive heap of junk. I've worked on 70-ton arc furnaces doing the same process as this - we were cranking out 70 tons of steel every 35 minutes with a ladle steel making furnace the caster was running 5 strands of 150mm x 150mm billet continuously.
The Indians seem to think it's a matter of pride to use ancient equipment with inefficient processes whereas in reality all they are doing is exploiting a massive labour pool.
The country is Pakistan.

Nah - it's for concrete reinforcing. I doubt that plant tests for chemical composition or physical properties so it might be a gamble whether the buildings which use this rebar are any good.
