Hi Grace! 4:40 I've seen old black and white photos of this building during the French colonial era. It's believed that this building was constructed between 1910-1920 by wealthy merchants, possibly ethnic Chinese. There isn't more recent history about it prior to the war, but it was used by the Vietnamese government during its occupation from 1979-1989. People lost their wealth and assets during the Khmer Rouge regime. Afterwards, people were scattered and settled on lands and in homes that did not belong to them. It's a shame that descendants could not reclaim their family's home and land, instead the Cambodian government along with assistance from some Western countries granted rights to squatters. I know this situation isn't unique to Cambodia and people taking over strangers' houses and land has happened after wars in other countries. It's just too bad.

Thank you for the explanation! I did not know much about it. It is being used as UNESCO office building. I wish it belonged to Cambodia nation.
