My list would be:
Honourable mentions: Wigglytuff, Froslass, Kingdra, Butterfree, Arbok, Roserade, Staraptor, Togekiss, Gliscor, Weavile, Eelektross, Scolipede, Sudowoodo ( now part grass type ). We need more Electric and Ice Megas because each type has only 2. Other types like Poison, Normal, Grass, Bug etc. have very few Megas too so they should get more. Besides them:
10) Flygon
09) Arcanine
08) Spiritomb
07) Crobat
06) Gen 2, 4, 5 and especially 6 starters in final form
05) Yanmega ( bug/dragon )
04) Milotic ( part fairy )
03) Other Dragons: Dragonite, Hydreigon, Goodra, Haxorus
02) Volcarona
01) ARCEUS!
Milotic, Dragonite, Volcarona and Haxorus need immediate Megas because I think Every Champion's Ace up to Gen 6 should be able to Mega Evolve.
I would never vouch Snorlax forward because the guy has already received attention in Gen 7 when he got his own Z-crystal and in Gen 8 when he got his own Gigantamax form. No Pokémon has its own mega, Z-crystal and G-Max form all together. Instead of Snorlax, give other Pokémon some attention please!
And if Mewtwo and Rayquaza get a Mega, Arceus should get 1 too; the strongest of them all.

Bro every legendary evolving Pokemon get a change of 100 points in base stats and if dragonite mega evolve means its base stats will be equal to mega garchomp .... 700 . and in mega evolution of mega dragonite , I think its attack was increasing as it is super attacking Pokemon ....... And its dragon type attack was becoming super effective ..... 😎😎😎as I am fan of both dragonite and infernape , and infernapes base stats was increasing up to 634..... And in its evolution its fighting type attacks can improve more by a increase in attack up to 160 , speed 20 , defense 20 ..... As it was becoming a heavy hitter Pokemon .... With 160 power of attack....😎
Well it's physical fighting type attacks are really become stronger if his physical attack increase 160 and with its blaze ability it's fire type attacks goes on another level and with iron fist his punching moves like thunder punch is also increase and he becomes the strongest dual type non-legendary his both fighting and fire type attacks increase this is really cool
