No sir, halogen heaters only heat the specific areas they are targeting so if a person is slightly away from that heating area, they will not be heated and will remain cold.

Recently mere ek relative ne ye wala purchase kiya h. Achha sun heater h.
Waise aap 800 watt ya 1000 watt koi bhi le sakte ho dono achha rhega.
Mai 800 watt wala choose karta kyuki isme electricity kam consume hoti hai. Aur heat lagbhag utna hi karta hai.

They just only decrease the humidity level

We feel kind of vertigo because of thin air as cold is thicker (more dense)
And hot is thinner (less dense)
