IMHO, whoever took his picture, after hiding and swiping at the horse, is responsible for putting that kid, possibly the guard and horse in danger. The kid could have been kicked if closer, the horse could have been spooked, horse and guard may have come out of the box, as the kid was walking away. Could have been very ugly. Never approach a horse, or any animal for that matter, from that angle and touch it. You will be kicked/bitten/scratched. Parents control your children! Yes the parents are at fault for putting their son in danger. Was he deliberately tormenting the horse? No I don't think so. He wanted to touch Ormonde but has no idea how to interact with horses so his touch was annoying and in the wrong place. Ormonde waved his leg in a warning. Horses are usually incredibly forgiving with children.
