Dwayne pretty much lost it all and doesn't have much left but he's still loyal to his friends. Playboy snitched and lied to get to where he is. The choice to kill is obvious.
Meanwhile, Roman cares more about money. If you call him after killing Dwayne, Roman'll sound disappointed since he couldn't pay Niko, but if you kill Playboy, Roman will insist Niko made the right choice since he got paid, regardless of Playboy turning his back on Niko.

Always the choice I went for every time I replayed. Did do a save to try the Dwayne option once and it's probably the sadder of the two.
