Technically they are a sentient species with their own culture, language and customs tho. They clearly share a similar social structure to everyone else and the only difference is in their technological level. Like they even receive visions from the gods since they have elemental powers.
It was theorized that they are actually potentially humans that were experimented on in Sumeru Academy. (The place were Lisa originally went to study)

And ON MY 74TH PULL I PULLED A SINGLE WISH AND I GOT VENTI, IT WAS A 50 50 BECOUSE I GOT KEQING ON HER BANNER. I have to say this. But when u beat the huge hiliurchurl, during his death I think he says “I don’t want to die” 🥲 like for real that what I hear every time I beat it. Maybe there is a meaning. Also, during the Venti quest you can communicate to the hiliuchurl to give you the shield. I successfully made him happy. It actually pains me every time I try to kill them but by that time they already wanted to kill our characters. I hope later in the game there is a quest where there is a hilichurl that does not act like other hilichurls and may want seek friends or something.
