I think you are half right. It should be able to sack itself to save a character. However, it specifically states a "rested" character and in this case, Law was not rested so it could not be used.
it cannot, since it is popped at the same time, rosinanate can't activate it's effect since it's getting popped. Similarly, it's like the ruling with Sugar where sugar cannot rest the unit that is ko'ing it when it is played.
