Well not all, techically just the "trinity" and friend/enemy X for example with Arrow still be missing Felicity, his friend, the red archer etc (sorry I haven't seen arrow) other case is if they putted Vandal Salvage they could put the Legends (at least Sara or Rip Hunter cause the others are kinda already)
