Let me explain this is based on a book called Upsidedown magic issue is the movie is different then the books ,the books are just like it and there was a test about it just like that but it was a test for the best magic school and she failed so she was sent to her grandmother to attend a school with a class for people with upside down magic and unlike the teachers for UDM here miss star is actually a good teacher and happy to teacher her students the villian in the books are just a couple of bully flares and other stuff that happens at the school

You just described "Xavier School of Higher Learning" in Marvel's "X-Men" franchise.
They locate kids who have a genetical difference that usually causes a superpower/supernatural skills (often accompanied by unusual physical features) to manifest at the brink of starting puberty.
(The quirk in DNA is called "X gene" and people who get powers/features from the genetical difference are called "mutants")
Mutant kids often get bullied or even their life is threatened because ppl are afraid of those with superhuman skills and powers.
Charles Xavier locates them telepathically, arranges things with their parents that they can enter the boarding school (for mutant teens), or in some cases just go and fetch/save the kid from abuse or threat of violence.
The school is both, a normal academical institution with common subjects and classes, but the kids/teens are also taught how to control their powers or keep them "at bay", and how to use powers like telekinesis or elements manipulation for self defence and even offensive "tool" in team work.

Lol the climax is horrible. They spend the whole movie learning to better control their powers then the final team battle there is ZERO coordination and strategy. No creative ways to combine their skills. It's like the writers didn't even try by that point.
