This show was so good because the writers had an inside source from the real government at the time. No one knew at the time that the prime minster's principal private secretary was meeting with the writers on a weekly basis. They met in a restaurant in London and helped them with the political terminology and the story line to make it as real as possible. It only came out years later after the PM's pps had retired.
The most ludicrous story is the one where they visit Qumran, and of all the stories, this is the one that is absolutely true, they didn't make this one up, it really happened.

The crazy scenarios and plot lines in 'Yes Minister' and its successor 'Yes Prime Minister' were based on or inspired by actual events that occurred in the various British governments back in the day. Apparently, some of these occurrences were so hypothetically ridiculous and far-fetched that they could not be used in the script.
The thing is Humphrey has a point. He exists to enact government policy while also acting as a safety mechanism to prevent the government making an obvious mistake through short sightedness by advising whoever is elected about any problems with their plans. He is unelected yet sits at the heart of power. His job is to serve the elected official he's assigned to and nothing else as allowing his own beliefs, politics or judgements to affect his work would be a betrayal of his personal ethics and the voters.
If only it was possible for people to act well, honestly, and quickly when it comes to doing what governments tell them to do when they don't like or agree with it. I say shut the civil service down or limit its power, let governments make their mistakes. I'm done with deep state
i think the takeaway is that peoples representatives represent the people and government employees maintain government. If all employees of government acted as representatives then we would need to elect about 2 million more people every couple of years and we would be constantly waging civil war. a government employee is responsible for maintaining what exists so that representatives have a platform to change or maintain, as in stability.

My mother was a lifelong British civil servant, and not one of her colleagues ever suggested there was ANY fundamental inaccuracy in YM/YPM.
This series is often hailed more as a documentary rather than a comedy series as so much of it is exactly how governments operate.
