Elizabeth for the original P3. Before Orpheus Telos was added in subsequent releases, The biggest challenge was to create a perfect team that resists her attacks without absorbing, repelling, or being immune to them.
If you have a persona that absorbs, repels, or nullifies her attacks, she insta-kills the protagonist with Megiolaon that does 9999.

Strega's bosses are pisstastically easy. Sure, Portable has some stuff that sounds threatening, like Jin getting to knock down your teammates after hitting their weaknesses, and the Megidolaon spam from Takaya, but those two are allergic to All out Attacks. Hell, for Jin's case, if you block out your weaknesses, he relies on status ailments which are hit or miss. Sexy Dance is the only move that sounds threatening with Stagnant Air in effect, but others like Infuriate are friggin hilarious since he's just asking to get his ass kicked! Not to mention absence of Elizabeth/Theodore and bosses from old Persona games (Pandora is very demanding, since you will have to grind about 10 levels to reach level 62 at least with MC, which is 600+k of EXP!)

    8. He even has "red wall," which can grant the user a resistance to fire attacks. So naturally, you think that would mean he has a weakness to fire, right? WRONG! This is just a means to trick you into using fire attacks because in actuality, the Contrarian King will heal if he is hit with fire attacks! And you better pray to whatever patron deity he doesn't use "rampage," because that's overpowered to an insane degree. Even more annoying by the fact that if the player character faints, you lose regardless of how much health the rest of your party has! That's right, you don't need ALL of your party members to fall in battle to lose like in Pokemon, just YOU! My advice, bring a persona that reflects physical attacks so that when he uses rampage, he'll hit himself instead.
    7. Its not helped by the fact all of the paintings have different resistances and weaknesses. While one damage type might knock down one, it'll heal another. AND he can coat party members in paint that makes them weak to all damage types. This would've gone on for a while if not for a moment where you can slosh him with that same paint to turn the tables. Plus, in Persona 5 Royal, they add a new phase by Madarame making elemental clones of himself.
    5. He has 3 phases, and every phase, he restores to full health. Phase 1 has constructs of golden people, phase 2 has you fight Shido while wearing a... gymnast's apparatus? And Phase 3 has you fighting a red roided-out Shido. And in Persona 5 Royal, when on his last legs, Shido seperates Joker from the rest of the party, making it a one on one last stand.
    4. It was SOOOOOOOO SATISFYING to finally end this screaming noise violation. And in Royal, you can talk back to her. Basically the ending of the final battle from It Chapter 2, where you go "F*** you, Asshole, you're just a faker!"
Also, My ending one-liner was epic:
"SHUT THE F*** UP, FOREVER!!! GOODBYE AND GOOD RIDDANCE!!!"
    1. He also has 4 arms with 4 weapons. One with a sword, one with a gun, one with a bell, and one with a book. He can also cast attacks based on the sins of the palaces of the game. Lust charms your party, vanity coats party members in paint similar to the Madarame fight, gluttony doubles the cost of your party skills, wrath enrages the party, greed casts hunger on the party, envy causes whoever is afflicted to attack your allies if you buff or heal anyone but them in question, and pride auto-counters when you attack. He also has a powerful arena nuke, thank god I maxed out my darling, Futaba. She has a skill that can shield the party from a fatal attack.

    Honorable Mentions:
    *Shadow Yukiko - Persona 4
-This was such a huge difficulty spike. This is in the early game too, in the game's FIRST DUNGEON! She's weak to ice and Chie has ice attacks, the problem is that Chie is weak to fire and Shadow Yukiko tends to target HER frequently. And yes, she DOES have access to fire attacks! This was so tough that she was nerfed for Persona 4 Golden, while a little easier in that version, it still feels like a arduous fight.
    *Shadow Teddie - Persona 4
-I failed quite a bit fighting him, he has attacks that can hit everyone and is quite a damage sponge. And if you die, you gotta go through the last boss fight, Shadow Rise, all over again.
    *Shadow Naoto - Persona 4
-Her AI is supernatural, when attacking someone, she'll target that member's weakness and will cover her own. Your best bet is to use personas with no weaknesses to exploit.
    *Shadow Okumura - Persona 5
-This is easily the worst boss in the game. I can explain in 3 reasons.
    1. The bosses design is JUST REALLY LAZY! Its pretty much the same standard Shadow Okumura, but just adding a mechanical throne. Since this is a Sci-Fi level, I would've expected something like a mech suit or a spaceship or even the UFO itself. But no, we get a guy in a chair. Even Baxter Stockman and the Giant Robot Piggy Bank was more creative than this.
    2. The "Boss Fight" is basically just an enemy rush and not even a fun one. It can be quick if you exploit weaknesses and all-out attacks but the moment you clear them out, Okumura will just spawn a fresh set of robots IMMEDIATELY! And all Okumura does is just apply buffs and suicide orders, while ordering all of his bots to target one specific member before moving onto the rest (as is the Okumura family way). Persona 5 Royal adds on a new phase where you have to fight a robot version of Haru, which can self-destruct for a ton of damage. And when you finally get to Okumura, he barely puts up a fight.
    3. As if all that wasn't bad enough, there's a time limit! 30 minutes should be enough time but the problem is that the timer DOESN'T PAUSE DURING THE INTERMISSION DIALOGUE! Meaning you gotta work fast and think fast. YOU MADE A BOSS FIGHT SOMEHOW BOTH BORING AND STRESSFUL JUS- HOW DO YOU EVEN DO THAT?!!!
You'd think that this would be fixed in Persona 5 Royal Buuuuut...
Everyone's reactions to the Okumura updated fight can best be sumed up as such:
Patchy: "That's it? That's the update to the Okumura fight? THEY DIDN'T EVEN FIX THE TIMER PROBLEM!"
    Potty: "What a rip."
    *Akane's Phantom Thieves - Persona 5 Strikers
-This is easily the most aggressive boss in the whole game. Fighting a relentlessly aggressive doppelganger of yourself (depending on who you are controlling). What's more, this is a one-on-one fight. Meaning you have no access to all-out attacks! And it doesn't even use persona skills! What kind of doppelganger of a Persona character DOESN'T USE PERSONA SKILLS?!!! What gives?! (Granted, this was likely due to Akane not knowing that the thieves even had Personas in the first place, but I digress.) Screw you fakers, go away and let Akane be the boss!

What the hell? Where's Elizabeth from Persona 3 or Margaret from Persona 4? Elizabeth's Megidoloan on the first turn which dealt 9999 damage to me was downright traumatic. My HP for my entire party was maxed out at 999. At that point in game, I was so powerful Nyx was a walkover. I even had all the Personas including Orpheus Telos and the best of equipment which basically nullifies all damage and makes me invincible. When I found out Elizabeth was a secret boss, I was happy there was more content after Nyx, so I went into the fight thinking it will be a walkover too, but Elizabeth legit clapped me in the first turn. I was so shocked and stunned I was speechless for a whole minute. I went online to read about her, and that is when I found out she will clap you first turn if you have any form of immunity. My over preparation was my own downfall. That said, even when immunity is removed, she is still one of the toughest boss fights, with each attack taking out a quarter or half my life. She can even heal herself for lots of hp. The worst thing is the boss fight is on a timer countdown, so you have to beat her before a specific number of turns or she will cast Megidoloan to wipe the floor with your party.

Okamura took me two tries as the time limit beat me the first time. Okamura's palace spells out all the weaknesses if you pay attention to all the robots you fight to get to the boss. The only real tension was the timer and keeping enough SP to last the fight out. It helps if you treat Persona like Pokemon and grind it out to get Persona's that are up to the challenge.
But it's not a hard fight.

Nyx has so many phases to deal with for his arcana change. Sometimes he can heal himself leaving the duration of the battle to last even longer. Like no matter how much grinding I did for Persona 3, it always turned out the same.

I was NOT prepared for that Yaldabaoth bullshit. I got home from work one night thinking: "I have the next few days off! I can finish Persona 5 tonight! I already beat Shido, what else is there POSSIBLY to DO? lol." Next thing I know it's, like, 3am and I want to kill myself.

Hardest Persona boss for me would either be Nyarlathotep from Persona 2: Innocent Sin, or JOKER Ulala from Eternal Punishment. I had trouble with every boss that had the "Old Maid" spell, but for some reason the Ulala fight was particularly frustrating.

I have only played P4G and P5R but none of the normal, first playthrough bosses gave me any difficulty. I didn't fight any of the super bosses on a NG+ yet. I thought for a JRPG the bosses were generally super easy, particularly with a little modification of tactics like Madarame once you figure out the fight's gimmick.
That said, I thought a lot of them, like Yaldabaoth were AWESOME fights. Very cool. Just not hard.
I want to go back for a NG+ on hard mode actually for that reason.

Society needs either remakes or ports of Persona 1 and 2 so lists like these actually include some of their bosses
Philemon on Persona 2 Eternal Punishment is harder than all of these

I like that this list isn’t actually ranked as I feel like Persona bosses are too debatably difficult depending on the games you played.
Personally I’ve only ever played a Persona game to completion with 5 and 5 Royal so I have no idea how to truly gauge where each of these bosses could rank.
I’ve only ever experienced the other games while my older brother took the dive (before P5 I felt I couldn’t take the dive to play the games for myself but now that was older and smarter by the time P5 released I’m now confident enough to take the plunge and 100% (any) SMT or Persona game.

@@fireuser11 Look, my tip if you're playing on Hard like I was before and refuse to change the difficulty mode is to use and abuse the Baton Pass. Each wave of robots that this unfortunate Okumura summons has a weak point, so use personas with Joker to hit the weakness and leave one in the group corresponding to the robots' weakness and if you have it in your inventory, use items that affect the robots' weak point with the other members of the group. The Baton Pass does more damage and the last one to attack doesn't charge SP, so if you can, leave the Joker or the member who has the persona corresponding to the weak point for last to cause more damage and not spend SP. That's how I defeated this wretch. Did it take a while? It took a while, but it worked! I'm currently struggling to defeat Elizabeth from P3, she's on the same difficulty level as Okumura.

So, at 1:35 you mentioned that the reaper was meant to stop the progress of the player, to keep the player from progressing too far (or as you said it, you are not supposed to reach the final boss of tartarus until the end of the game). Except, the game already stops player progression; Persona 3 by means of the full moon bosses, Persona 4 by means of each individual brush with the metaverse and Persona 5 with the palaces. The reaper actually comes out when you are not going fast enough in at least P3 and P5 on a per floor basis.

It might be because it’s at the end of the game where I’ve levelled up the most, but I don’t find Yaldabaoth that challenging. At most I only die 2 or 3 times. The Okumara boss is the hardest in 5. Nearly took me 2 days to beat!
