As for laptops, which I will only prefer if you travel frequently. Find a laptop with at least i5 13450h and rtx 4050. 16gb RAM is minimum requirement, definitely upgrade to 32 gb.

Skipping integrated graphics of Intel CPU is not worth it. Its really helps in video editing, it has some hardware encoders that even nvidia GPU doesn't have even top ends one. For gaming you can leave integrated graphics is ok, but for video editing specially for Adobe software is not at all worth it. You can do your own research on this! I'm a Video editor & 2D + 3D motion artist with experience of 5+ years in this industry. Giveing my opinion based on my experience.

If a PC is going to give returns on a financial level consider the i5-12600k that's best I think it's better than the i9-11900k and pair it with an Nvidia GPU that has good VRAM ( eg: RTX 3060 12GB) other components can be chosen easily and the main component is the display which should be colour accurate and at last if you are going to edit 4K videos you should be able to view the video at 4k or at least at 1440p so buy at least a 1440p panel

You're correct. Intel offers Quick Sync feature with its iGPU. This is a must have for all video editors irrespective of whether you're going to use dedicated GPU or not. Intel based video editing builds should never use F variant CPUs.
