Bin probably said it best during the team tierlist for Worlds when he was unsure of T1's status on the tierlist. He knows that although T1 has their lows, their highs are absolutely insane.
I would say that pretty much every analyst has stated that in their current form (pre-worlds) T1 is the underdog. But they all recognize the past, saying that if they get the worlds buff like previously they can easily take it. So I wouldnt say that anyone is "falling for it"..
