Maybe what happened was that the composer/musicians were told to make the music without the game devs already knowing where it would be used ingame. The devs couldn’t find a suitable place for these long songs when the game was done. As a result, the devs said “well we already paid for it”, so they put these long tracks on menus that you barely spend any time on.
Thank John Madden! I was leaving the game open on the multiplayer lobby, and just happened to listen to this song from beginning to end for the first time. This is great! I can hear a bit of Moonbase Alpha (with the text-to-speech vocal) and Kenji Kawai esque feel to it.

Come on mate, you've got the power of music extraction at your fingertips, upload the full OST, nobody's done that yet from what I can see. I'm curious just how deep the dive from 4.1 is.
The game's sound files are stored in an .awb format but you can use foobar2000 and install the vgmstream plugin which can open the .awb files directly then extract them to .wav or .mp3 or whatever you want. They come out with generic labeling though so you have to listen to each file to see what they are (this one was #35 for example).
