6:40 if I remember that gig correctly that's not a bug, there's a turret nearby and those toast cars in milliseconds. It's a deliberate trap done by developers, that's not the only one, there are couple of others like that in other gigs.
the npc ai scripts in this game is on rng algorithm. whatever the rng gives, they'll do even on non applicable situations. the handgun is also one of the default placeholder for whatever it is they'll get from their body.

Here's a weird thing about the exploding van at 6:40. When it does, the former shell remains behind while a fully destroyed version drives out of it. Allllllrighty then. LOL On a different bug issue, why are all the vehicles in this game like Pintos, in that the explode at the slightest damage? They're worse than those in GTA5. Flip the car/bike, boom! Defy physics with it standing on the vehicle nose, boom! The game is such a mess.
Dev 1: "How about we have some NPC reaction if the player is driving a fancy car? Stop and take a selfie with it or something?" Dev 2: "Hey, that's a good idea. I'll add an interaction point on parked cars, and just set it to use a placeholder animation until we make the actual animation."
Nah. It's not the car. The guy who sent the video parked it there. That place has vending maching stations points for the npc. But they moved the models or forgot to delete the indicators.
If the witcher looked as a fluke to you, and not as the hard work of the developers, then probably. Personally, I don't think that masterpiece is created by accident
