You can put them in right after you top stitch the zipper tape. You could also do it when you sew the sides closed if you prefer. The important part is making sure to stitch in the cord well enough so it stays secure.
You forgot to mention that for the inside out final edges you need to leave the zipper partially open. If the waterproof zipper is closed and on the inside you might not get it open to invert the bag when you are done. Don't ask how I know.
Hey Michael! Pro tip, you can actually pull it open still if you do forget to open it ahead of time. However, it's MUCH easier to seperate them a bit first. Good Call :)
