You can say some strict vegetarians do avoid onion, garlics but it's strict one. Some jain monks even don't eat any cooked food and cover their mouth. That's their level of vegetarianism. For them even people eating cooked food isn't veg.

Lastly, prasad isn't standard of vegetarianism. Temples don't prepare many things as prasad. No temple provide chhole bhature or jhaal murhi as prasad. They don't even provide chilly paneer and Aloo naan as prasad. Does it mean these are non-veg?

No it doesn't considered non-veg nor tamasik, also non-veg and tamasik are not same thing. No ancient temple cooks or serves panner pakoda, bhature, masala bhindi, sweet corn chilli, etc as well that ain't mean it's all non veg lol, temple prasad are not meant to serve variety of food items or preparations as restaurants for tongue sense buds gratification, it kept as simple & ain't standard of defining rich, diverse, huge vegetarian dietary or culinary in indian/dharmic culture.
