    I bought one, but when I pulled the wheels, I could clearly see that about 40% of the weights that the tire shop put on had since fallen off.
    I could see the adhesive where the missing weights were and also that the shop only used 1/4-ounce weights, so instead of stripping off the old weights, I got a grease pencil, marked the spots where they were, figured out how many were in each location, used a drill and a wire brush to clean the area, put the missing weights back, and clamped them in for a few minutes.
    The wheel / tire assembly balanced out on the wheel balancer and when I reinstalled them, the shake and vibration was gone.

    Wow, that was a lot of weight they put on that wheel. Clearly wrong.
    I have an HF bubble balancer but it is now in the shed collecting dust. Too many flaws in it.
    I did not make sure the shaft was vertical on it, but I'm not sure that would have helped.
    That steering wheel shake is most likely dynamic imbalance on the front wheels.
    I ended up building 2 balancing rigs, One a vertical balancer using a wheel hub (hard to do)

    It works up to as fast as I want to go ~85... speed limit on an OK turnpike
