I completely agree, but I think it's also worth understanding his perspective. Minister Prime Apex represents an entire planet's worth of people; all their needs and desires. And Ultrox is constantly countermining his planet's agenda by saving people, including Gnarl, instead of winning races. And he's doing the right thing, but his planet's goals have been stymied because the Zenterrans keep relying on him to keep the peace in the races because they can't handle their own shit by themselves. That shouldn't be his job, but no one else will do it, so he has to. Apex should really be mad at the Zens for putting Ultrox in that position, but he always just takes it out on Ultrox, unjustly.
