Are you talking about the "Current level seal" message? Well thats simply the max level your units can get in that stage. If its "Current level seal: 8" it means EVERY cat you have, no matter if it's level 30, 50, etc, it will have level 8 stats (health and attack power). But if you have a unit of level lower than 8, that unit will keep its stats at its level.
They dont have shields in the normal game and there is no icon ability for it. But this ability exists in BCU so basically yeah. And sorry but i only know the android BCU. For the PC variant check the BCU discord server. discord.gg/zvqamBW
