All of these things are improved by similar policies around the world to reduce car-dependency, make roads safer and give people choices that allow healthier lifestyles. 85% of pedestrian injuries are their own fault.

And hundreds of local authorities discovered that it _reduced_ casualties. The evidence is decades old and it's indisputable at this point that it _is_ safer. Read the report: "ROSPA 20mph factsheet" if you don't believe me.
And how do you reckon that "85% of pedestrian injuries are their own fault"? Almost all pedestrian deaths and injuries are caused by cars, vans, HGVS and buses. The danger comes almost exclusively from motor vehicles (99%, plus 1% cycles). Read the PACTS report "What kills most on the roads?" The motor vehicles are what generates the risk and that's why slowing them down and reducing their number results in reduced pedestrians injuries and deaths.
It really _is_ about safety (and a nicer and healthier environement as a bonus).

I wonder if on some bus routes the extra time needed to travel a route will mean a reduction in frequency meaning those who depend on them may find they are no longer a viable option to get to work or to a hospital. Seems unlikely that bus operators will employ more drivers or buy additional
buses as this means more costs much easier to simply run fewer routes or reduce the frequency.
It might also impact on delivery vehicles as drivers hours may be impacted and the cost of delivering to more rural retailers and supermarkets could mean increased costs and therefore increased prices to customers.

From the Gov.Wales Site in Regards to the new 20 mph limits.
Why are bicycles allowed to overtake me when I am driving at 20mph?
Speed limits in the Road Traffic Regulations and the Highway Code apply to motor vehicles only and not to bicycles.
The Highway Code has been updated to include 3 new rules about the new ‘hierarchy of road users’.
The hierarchy places those road users most at risk in the event of a collision at the top of the hierarchy. It does not remove the need for everyone to behave responsibly.
It’s important that all road users:
are aware of The Highway Code
are considerate to other road users
understand their responsibility for the safety of others.

Now the bullies in power of Wales known as Mark Drakeford and Lee Waters have enforced the blanket 20mph speed limit in the whole of Wales making it unfair on Welsh drivers. Mark and Lee are not right in the head and they don't think about what is practical for people, they enjoy the thought of ruining people's spare time. There are a lot more people with road rage now because its harder for them to get to places on time. Mark says "It only adds an extra 5 to 10 minutes to people's journeys". That adds up to lots of hours of wasted time over the years. Next they will want to enforce a blanket 10mph speed limit. Mark Drakeford is trying to make himself look like a good person by saying "We are saving people's lives". Mark is actually making people depressed and he doesn't care that more people will commit suicide because he's adding to their problems. A lot of people have enough problems in their lives without having to put up with a blanket 20mph speed limit enforcement. Sometimes confused old people are driving 20mph on a 40mph/50mph road and it can increase the amount of accidents when people are trying to overtake them. Mark Drakeford also hates dogs and he wants certain breeds banned. He's trying to make people think that the people who have a different opinion from him are mentally confused conspiracy theorists. Mark Drakeford is a bad person just like his son.

What i hope is for common sense to prevail. Dripford is no doubt on a power trip. He has revealed himself as being a nasty, narcissistic idiot. That said. It is a caring and considerate soul who understands that a safe and reasonable speed in town is no more than 30 mph. So what i hope will happen is that the Police will continue to monitor 30 mph zones ... whilst completely ignoring Dripfords narcissistic 20 mph roads. That way; so long as we continue to be safe, alert and considerate drivers in Wales, Mark Dripfords horrid little power-trip will spectacularly and embarrassingly crash. Power to the (considerate) people !!!

@@rdrhouse You are greatly overestimating the total effect on journey-time of a max speed limit change, by assuming that the _entire_ journey is on a free-flowing 30-mph road converted to 20mph and there there are no junctions, crossings, traffic lights or roundabouts, and that vehicles take zero time to accelerate and never travel less than max speed. That not how real journeys work, nor would a whole 30-min journey be in a 20mph zone unless in a large urban area (in which case there will be plenty of lights, junctions etc).
But yes, overall people don't need to speed dangerously - they just need to set off in time to arrive, and that timing can be adjusted slightly if the speed limits have changed.

Its not the car drivers who are the biggest risk factors. Its the pedestrians who refuse to cross on the crossings and waiting for the lights to turn to red. I see it every day on the main road by my house, people just blindly walking across the road in front of cars when theres a perfectly good and fully working crossing 20 meters from them. I always teach my kids to use the crossing correctly and the green cross code. Im only 34 but i was brought up to use the correct crossing methods.
