Why doesn’t Chanel sell their own little scarfs?

They do. I haven’t found a slim bandeau of theirs that I like enough to buy, but they have them available at their boutiques.

How long does the ribbon have to be to make the rose one?

My Dior mitzahs are 41.5 inches in length - you could probably get away with a slightly shorter length, but it’ll make the rose smaller (or if you went longer, it’ll make it bigger/thicker and stick off the bag more). Depends on the look you’re trying to achieve and how big/small of a bag you’re working with 🌹
