Technically in the traditional social hierarchy, they would be among your "sunbae"s (seniors) even though they are younger. But yeah, Neil basically understood the assignment (and it is someone older majority of the time). Also, just for fun: this actually happens a lot in kpop - where an idol might be the same age or even younger than another idol, but because they debuted a couple years earlier they are the sunbae despite being the same age/younger.
