It works for me? Are u sure it's the right one you downloaded? I got the pack from the mediafire(not the swf) try reinstalling.

@@AugustusGamingissus i downloaded the swf from greengalaxio and it works correctly on normal ssf2 but when i use it on a different ssf2 with a new character select menu it gets corrupted

OHHHHHHHHHHHHH. I see. Yea ive been through that as well. The mod's booter won't work on every modpack. If your using Nicolas C's modpack; You dont need a booter. The SSF2 exe in it already has data for like every sonic character. So it works well. Thats why he has the swf in the description. So for any mod, you can use the booter.
TLDR: Just play the mod without the booter
