If you are just burning it normally yes, but here you are mixing it with a lot of air and stretching the flame out while making it spin. The normal rules don't exactly apply.
You can do this with any "type" of fire. Ethanol should make a "regular" flame. Though you can add different things to your fire to give it different colors. Copper Chloride = blue flame Borax = light green flame Copper Sulfate = Green flame Strontium Chloride = Red Flame Magnesium Sulfate = White flame And so on

I suspect that the vertical wires in the cage create a turbulence that causes the spiraling motion inside the cage. The heat of the flame draws it upwards. It would have been interesting to have that question answered in the video
*faccepalm* it is captured at 210 fps, and played back at 60 fps to slow it down, if you played it back at 210fps it would be normal speed. (also you cant see a noticeable difference between fps over 70)

Putting a mesh around the fire like that turns it into a Davy lamp in essence, it stop the flame from going any further than the confines of the cage irrespective of the fuel air mixture outside of the cage.
