There isn't a guy at the campground, he has a house by the lake. In order to reload the pistol, you have to pick up the ammo at the store. The box is very small, so if you can't find it, reload the game. How long has it been since you did the quests with the lady?

Cows can starve if they are always connected to the milking machine.
