Gulf is not smaller. Gulfs are larger and deeper than Bays. Gulf has narrow inlet while mouth of Bay is wide. Bays are generally formed by erosion activity while Gulfs can be formed by subduction of the plates. That's why, gulfs are deeper. Bays can be seen easily near lakes or ocean. But Gulfs can only be attached to the ocean. The basic difference is that Bays are generally inner curves formation due to erosional activities of land as in case of Bay of Bengal. This particularly called as Bay because of wider mouth. So, the common difference can be made on the basis of mouth, whether it's inlet is narrow or wide. If it's inlet is narrow, it is gulf and if it's inlet is wide, it is bay.
