Green Bay's proposed ordinance draft banning nitrous oxide falls through

According to the city attorney's office, the the City of Green Bay cannot prohibit the sale of nitrous oxide city-wide because Wisconsin state statute already addresses nitrous oxide and an ordinance would contradict it.
