This elevator is a Schindler PORT, with a maximum capacity of 4,000 pounds. This hotel’s main lobby is on the 60th floor and provides three FAST scenic elevators (facing the outside scenery), with the 1st, 57th, and 60th floors being served by this bank; these elevators mostly operating express.

can anyone go up to the hotel lobby? or do you have to have a purpose, and check in with security?

These scenic elevators pretty much you should be able to access very easily, I mean security at this place isn't as likely to bust you on just lobby elevators compared to guest elevators.

Omg i really want to go there sometime and I really also want to know if the main lobby is on the first floor or the top and can you access the guest floor elevator through the main entrance if so whitch ones

Believe it or not, the main lobby is on 60 so you'd use these express scenic elevators to get between the vestibule and main lobby levels. There are other local non-scenic elevators that go to the guest floors (which are on many floors below 60).
