It is interesting that he condemns the incompetence of the system of public education, claiming that it does nothing but train pupils not to think for themselves, and yet, goes on to propose that the same system should be charged with a program of sex education of children. Surely, he and the others who made such arguments saw the flaw in that reasoning?
Now that those recommendations have been implemented for several decades, it is obvious that the contradiction in this should have been obvious. Widespread implementation of these curricula have resulted in outrageous rates of venereal diseases, far higher than in Russell's time, and rates of illegitimate birth and accompanying social ills have not been diminished one bit- they have skyrocketed, since those programs were implemented. His recommendations have proven a disaster.

This newer generation of kids start puberty much younger. They often learn sex themselves through google searches. Also, they are often given or put on birth control by their parents. The younger generation does have less teen pregnancies then generations before.
Schools can still have high religion influences in public schools if populist is majority religious, or organisation of people fight for certain types of curriculum. In 2015, my public school in Utah, gave me a homework assignment to sign to be sexually absent to not cause harm to others. Local families fought against the act and changed it.

Although the situations have somewhat changed since this was written, his message is still sound. It is surprising that the Education system is not all that different now then it was in the time of this being written.
