    Question: Does a teacher have to receive ALL "excellent" ratings in in ALL the subparts of Domain 3 in order to earn an overall "excellent" rating in Illinois? (assuming all other areas qualify for excellent)?

      Every state is different. I would check with your district. But the way it works in most states to be in the exceeds or excellent category, your scores must average in that range.
