Hernandez viewed CJ as a criminal, and rightly so.
It's just that his co-workers turned out to be bigger criminals than those they chased.
He wasn't saving CJ, he was trying to stop Pulaski and bring down Tenpenny. You better believe he would arrest CJ then and there if he could.
Look at his body language; he's aiming his pistol so focused on CJ he completely ignores Tenpenny.
