Not everything about Paris' design revolves around Haussmann. Many of the landmarks, squares, vistas existed before he was in charge (1855-1870) : today's Champs Élysées and Tuileries, the Place Vendôme (17th century), the place de la Concorde (18th century), etc. What Haussmann invented, however, was a city-wide road system, laying out new avenues accross already built up neighbourhods, envolving much destruction to make way for the new throughfares. A thinly veiled concern was also law and order, and pricing working class populations out of the centre of Paris. Besides Paris annexed its inner suburbs in 1860.

And also much of the city's design came after Hausmann, with much of the biggest projects of the city happening after the fall of the Empire

Even though they priced the working classes out of the center; at least they had the good sense to have an outstanding triple layered transit system to soften the blow. Paris Metro, RER and Translien is the veins to the heart that is the Center of Paris and contributes to its great design. A literal crown jewel of a system.

I'm kinda surprised housing policy wasn't mentioned once since it's one of the primary drivers of how easy it is the live somewhere.
