Must've been pre-1967 - probably 1963, at the earliest. By the time WNDT began limited colorcasting in late 1967 (as verified by screen shots of their color test pattern as in a February 1968 Popular Science magazine issue spotlighting 11 different brands of color TV's on the market then), they had a different logo.
