My strategy with a low-spec car: Let Kogashiwa pass you, jump at all the hairpins, then disorient him with a blind attack (passing him with your lights off) to allow you to pass him easier despite the darkness.
Hairpin right, cut, over jump, into hairpin left and hairpin right.
Hairpin left, cut, over jump into hairpin right, cut, over jump; hairpin left cut, over jump; and hairpin right, cut, over jump.
