I'd say the audio is mostly a step back from NES. Musically it's fine. The weapons lack impact. Graphically it's better, with much improvement on a couple Wily stages and Snake Man (more than just greens and cloudy skies)
Keep in mind this video has bad audio quality. But RM3 does have the weakest OST and overall presentation of Wily Wars. I still appreciate this remake a lot though.
Clearly the most effort for Wily Wars was Mega Man 3 because of the Top Spin meter glitch being patched a Topman having a skating effect on his Top Spin

Can't be given out for legal reasons; look for Mega Man: The Wily Wars since it has the first 3. Definitely don't recommend starting with it since the ports are flawed (messed up acceleration, slides stop you under normal conditions, too many s for enemies) but oh well. Start with the NES version with the improvement patch. This one's definitely the best port in the collection though; it suffers the least problems and even fixes a few, most notably Top Spin actually being useful since they fixed the draining glitch.

I remember seeing this listed in the Funcoland ads back in 1995 thinking what an incredible concept. perhaps in theory, but in execution this port is inferior in virtually every way, and I'm not one of those snarks that makes fun of the Genesis FM capabilities calling it fart sounds or whatever. this is just bad, and slowdown in Mega Man games with the power of 16-bit, it's embarrassing. I only recently discovered how Capcom outsourced production of the Game Boy games and this to other companies.

Look at Proto Man. They literally just made his sprite fit with the art style. The sprite is way too similar to his 8 bit version.
