Sumiotoshi leads uke into a sumiotoshi position, namely entering from under and behind, through the shoulder. The techniques are named based on the technique uke takes ukemi from. It's sometimes hard to see if you're focused on nage, but if you focus on uke and uke's ukemi, you'll see it.
