Sub class 482 is not relse from 2 March 20021 so how is take time ?

My batch was 2016 we had level 1 accreditation. Our 2017 and onward batch has level 2 accreditation. So can i apply?
See on PEC website, if it shows there in level 2 substantially accredited and you have passed within 24 months, you are eligible for SC 476.

Hi, I am a visa holder of subclass 476 visa and I am from Pakistan, but due to travel restrictions, I haven’t been able to travel yet.
Now, as I have already been granted a visa my visa time has started and my 6 months have also been consumed in the process.
Could you please address such issues and how we should overview them from outside Australia? This has been my only hope but the situation suggests I should not keep any hopes now which is really heartbreaking. I would really appreciate your response. Thanks.
Your a8 months visa starts from the date of your 1st entry.
If you have entered Australia and left it, after the expiry, you have to apply another visa while you are offshore

In my case i haven't entered australia before, but as per the communication with the immigration department 6 months ago they say your visa time will be started from IED even if you haven't entered australia, but you'll be able to travel anytime within those 18 months. I have already wasted my 6 months and still the border conditions don't suggest any hopes. This has been the case for many other 476 holders as well and everyone is highly stressed with the situation.
