During her ult durration, any %max hp change (lost or gained by herself and teammates on/off field) is converted 1-1 into a stack of her buff, Fanfare, which can hold a maximum of 300 stacks total. Her Fanfare is then converted into a team-wide dynamic %dmg bonus scaling with talent level, when crowned it gets to be about 75% if I recall correctly. DMG% in this context operates functionally the same as a goblet main-stat or Noblesse 2-piece or Golden Troupe 2-piece for damage calculation. It, like other DMG% buffs, does not effect the damage of Transformative reactions, meaning any reactions that aren't Melt, Vaporize, and the Catalyze pair (Spread and Aggravate). TLDR, yes it is.
