1.The ref signaled an indirect freekick. In soccer, an indirect free kick does not necessarily have to be taken from the exact spot where the foul occurred.
2. If an indirect freekick is taken quickly and a player from the other team intercepts the pass, the referee will allow play.
Let's look back to MTN 8, 2011 semifinals in Orlando stadium when Pirates played against Sundowns: Segolela scored a good goal against Sundowns who was leading by 2-1, but the referee disallowed it, claiming it was an offside but analysts confirmed it wasn't an offside. Instead of fighting with the referees, the BUCS players weren't mentally disappointed, but they were striving for victory and they got it.

I'm not a referee,but sometimes back when I attended a referee course I think 3oyrs ago , an issue of a drop ball referees used to wait until 2players would come to the place where the incident happened but that instructor told us you don't need to wait for them,you just drop the ball and game goes on.stellies players become referees instead of players
