Gremmy is one of the strongest Quincy but not the strongest there are still some elite Quincies stronger than him.
Bazz B Vs Rukia will be fun because while Rukia's Bankai is strong insta kill, Bazz is one of the older quincy (It was skipped in the anime but if you remember Yamamoto's fight there was a group of quincy who tried to jump him and got nuked by him, they all survived because Bazz B's flame offsetted Yamamoto's).

Bazbe compares his power to Yamamotos power. In the manga he states that his flames helped reduce the attack when Yamamoto attacked him. It would be interesting to see the power scaling if him and rukia had gotten the chance to fight.
