@R͏ A͏ I͏ N͏ what would you do if "lofi records" suddenly decides to copyright all of its content and denies free use ? your channel will get wiped in seconds so what do think is the better source of getting good lofi?
Lofi allows him to do this so far and you are not the fricking RUclips police. Just enjoy the music or what did you come to this site for. I also find the quality of his videos, picture selection beautiful. There is still work in it. Support "small" RUclips channels instead of wishing them bad.

You are theoretically allowed to use everything even with copyright, you are just not allowed to earn anything from it. If you really want to make your own content and monetize it. then search for music without copyright and make your own video with the background music. The best way is to start with that, questions are best answered that way. You will come across solutions friend sooner or later :)
