Interesting i am from europe and i like to learn a lot of languages as a hobby. but i only started doing this in the 2010s because back before the modern internet learning languages was a lot harder. to learn a language you have to use it not just study all day. in my country most people learn English by watch tv because there is not enough good local media for most people. but other languages are a lot rarer on tv. but with the rise of the internet i noticed i could find a lot of fun media in Spanish or Russian or Japanese and more but that stuff simply wasn't on tv in the 90s in my region. it was mostly American or from other English speaking countries like the uk or Australia and from France and Germany because they are our Neighbours. America is even more monolingual but surprisingly these channels did exist. i think it was easier to start your own tv channel in the us than in europe. but i noticed most of these intros are from the 2000s or even current times. i know you normally focus on 80s and 90s stuff so i assume channels like these only became more common recently even if a few existed in the 80s.
