Yes you are right but I believe I collected eggs over days and at that time normal temperature in my location was more than 45 C that why I got early hatch

Eggs were collected over a week so the first chick hatched around 14 days but the normal time was 16/17 days.

It depends on the species of quail and also sometimes some batches just hatch faster or later. Some can hatch as early as 15-16 days and other might hatch on day 22-23
